It can bring an undecided customer back, recover an abandoned journey and help close a sale that might otherwise have been lost.

But what happens when a retargeting partner appears at the end of a customer journey without meaningfully contributing to the conversion, and a last-click attribution model automatically gives it the credit?

That was the situation faced by one of our clients.

After moving its affiliate program to TrafficManager, the company was able to examine complete conversion paths instead of looking only at the affiliate attached to the final conversion. The new visibility revealed a pattern of suspicious retargeting touchpoints that appeared shortly before orders and displaced the partners that had actually introduced or influenced the customers.

The client estimated that similar attribution had cost the business hundreds of thousands of euros over several years on its previous setup. It ultimately chose to pursue legal action against the affiliate involved.

This is not a story about retargeting being inherently bad. It is a story about why attribution should reflect contribution, and why the last recorded click should never be accepted without context.

The problem with treating the last click as the whole story

Traditional last-click attribution answers a very narrow question:

Which affiliate generated the final recorded click before the conversion?

It does not necessarily answer the more important question:

Which partners genuinely contributed to the customer journey and should be paid for it?

Those questions often produce the same answer. Sometimes they do not.

A customer may first discover a brand through a content affiliate, return through a paid campaign, receive a retention email and finally see a retargeting ad. Crediting only the final touchpoint can undervalue every earlier contribution.

The risk becomes more serious when the final click was not the result of an intentional customer interaction at all. A tracking link can potentially be fired through a pixel, an embedded frame or another background mechanism. If the attribution platform records that event as an ordinary click, the affiliate can appear to have closed a sale even though the customer never knowingly followed its link.

This type of suspected attribution manipulation is often described as cookie stuffing or conversion stealing. A single unusual click is not proof of abuse, but a repeated pattern can justify a deeper investigation.

What the client was seeing

The client worked with several categories of acquisition partners, including active affiliates, paid sources, retention channels and passive or retargeting partners.

Under the previous attribution logic, a retargeting affiliate could receive credit simply by being present in the click flow or by becoming the final recorded touchpoint. That made it difficult to distinguish between a partner that genuinely brought the customer back and one that had merely inserted itself into a journey that was already converting.

Once the full path became visible, several warning signs appeared:

Retargeting clicks were recorded only seconds before a conversion or another known touchpoint.

Some clicks had no meaningful landing-page URL or referrer.

Tracking links appeared to have been loaded inside an iframe, potentially an invisible or 1×1 frame.

The same technique appeared across more than one conversion path.

Existing cookies or IP-based matches could make later activity appear connected to a previous affiliate click.

Organic, active-affiliate or paid touchpoints were present earlier in journeys ultimately credited to the retargeting partner.

None of these signals should be treated as conclusive in isolation. Referrers can be removed by browsers, privacy tools or in-app environments. IP addresses can be shared, and a short delay between a click and a purchase can be perfectly legitimate.

The value came from examining the signals together and comparing the same pattern across multiple conversions.

An anonymized conversion path from the investigation. Organic and retargeting clicks were recorded within nine seconds. Timing alone is not proof of abuse, but the repeated pattern prompted a deeper review.

Reconstructing the complete customer journey

The raw data required for a meaningful investigation is not exotic. A capable affiliate tracking platform already records much of it:

Click and conversion timestamps

Click IDs and affiliate identities

Affiliate groups and traffic-source categories

Landing-page URLs and referrers

Cookies and attribution windows

IP and browser context

Offer and order identifiers

The sequence of touchpoints preceding a conversion

The challenge is turning those separate records into a coherent journey.

TrafficManager preserved the relevant clicks rather than reducing the conversion to a single winning affiliate. This allowed the client to open an order, inspect the sequence of touchpoints and understand why a particular partner had been selected.

That distinction matters. Data stored in separate reports can be technically available while remaining operationally useless. To investigate attribution, a program manager needs to see the clicks in chronological order, the rule that selected each partner and the payout generated by that decision.

Moving from winner-takes-all to contribution-based payouts

Visibility explained the problem, but the client also needed a better way to allocate future commissions.

TrafficManager’s Payout Split Rules make it possible to distribute a conversion payout across affiliate groups involved in the same customer journey. Each group can represent a different role, such as awareness, acquisition, paid media, retention or retargeting.

For each group, the program can configure:

The percentage of the payout allocated to that role

A time-to-live defining how long its clicks remain eligible

An attribution model such as first click, last click or linear attribution

The offers to which the rule applies

When eligible affiliates from different configured groups participate in the journey, TrafficManager can create the corresponding payout entries instead of forcing the entire commission onto one final click.

In this case, the client separated passive retargeting sources from partners responsible for active acquisition. Retargeting would receive a limited share only when it met the intended closing criteria, while earlier acquisition touchpoints could retain the value assigned to their role.

The exact percentages and attribution windows depend on the economics of each program. The important change was conceptual: presence in the click chain no longer automatically meant entitlement to the entire conversion.

An anonymized payout split from an early configuration test. The active source received 85% of the attribution and the passive retargeting partner 15%; the attribution rules were refined after this test.

Controls that make attribution easier to defend

A fair attribution model needs more than a commission formula. It also needs an audit trail.

For every split conversion, the program team should be able to verify:

Which clicks were considered

Which affiliates and groups generated them

When each click occurred

Which eligibility window applied

Which attribution model selected the recipient

How the final payout was divided

This makes suspicious patterns easier to investigate and ordinary payout disputes easier to resolve. It also protects legitimate retargeting partners: when their touchpoint genuinely closes a sale, the journey provides evidence of that contribution.

The goal is not to reject every conversion with a missing referrer or every purchase made shortly after a click. Automated rules should reduce obvious exposure, while ambiguous cases remain available for human review.

The outcome

The migration gave the client three things it did not previously have in one place:

Visibility: the ability to reconstruct the full sequence behind each conversion

Control: attribution windows and payout logic tailored to different partner roles

Evidence: a detailed record for investigating anomalies and handling disputes

The client paused the questionable payouts while gathering evidence and reconsidered how passive sources should participate in commissions. Based on its own historical assessment, it believed the previous attribution model had produced losses amounting to hundreds of thousands of euros over the years, and it decided to take legal action.

TrafficManager did not turn one isolated technical signal into a verdict. It made the complete journey visible, so the client could identify a repeated pattern, limit further exposure and make an informed decision.

Lessons for affiliate program managers

1. Do not confuse the last click with the only contribution

The final touchpoint may close the sale, but it may also be incidental, or artificial. Always examine the journey around it.

2. Give different partner roles different rules

An influencer, comparison site, paid campaign and retargeting partner do not contribute in the same way. Their attribution models, commission shares and eligibility windows should not have to be identical.

3. Treat anomalies as signals, not automatic proof

Missing referrers, iframe loads, repeated click timing and IP matches become meaningful when they form a consistent pattern. Investigate them together rather than relying on a single field.

4. Preserve the audit trail

If a conversion is challenged months later, you should still be able to explain which clicks were considered, which rule was applied and why each affiliate was paid.

5. Review attribution before the losses become material

Small amounts assigned incorrectly across thousands of orders can become a major cost over several years. Attribution audits should be routine, not something performed only after a dispute.

Retargeting should be rewarded when it creates value

Retargeting is not the enemy. Opaque attribution is.

A strong affiliate program should reward the partners that introduce, influence and close customers according to the value they actually create. That requires more than selecting the final click. It requires a complete view of the journey and payout rules capable of representing it.

TrafficManager combines click-path visibility with configurable Payout Split Rules, helping affiliate programs investigate suspicious touchpoints and distribute commissions across the partners that genuinely contributed to a conversion.

If your program relies on last-click attribution, it may be worth asking a simple question:

Are we rewarding the partner that created the value, or merely the last tracking event we recorded?

Want to review how your affiliate payouts are being attributed? Book a call with us to discuss your tracking setup.

A brand discovered that a retargeting affiliate appeared to be claiming conversions it had not meaningfully influenced.
