And here is where TrafficManager comes into play\u2026 but we\u2019ll get into this a bit later.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>A Bit of Context \u2014 Where Modern COD Really Started<\/strong><\/strong><\/h2>\n\n\n\n<p>The modern COD model isn\u2019t that new either, and even though Europe is currently the most profitable area to work in, it didn\u2019t start in Europe.<\/p>\n\n\n\n<p>The modern COD has its roots back in <strong>2010<\/strong>, when it was popularized in the e-commerce industry in <strong>India<\/strong> by <strong>Flipkart<\/strong>, proving that creating a new standard in delivery speed, reliability, and return logistics (via <strong>Ekart<\/strong> \u2013 their own logistics arm), and allowing the final customer to pay for their purchase directly to the courier after a <strong>phone confirmation<\/strong>, unlocked a massive new customer base.<\/p>\n\n\n\n<p>These were customers who either didn\u2019t have access to credit cards to pay online or were not comfortable using them. Many credit Flipkart for this innovation as <em>the moment Indian e-commerce took off<\/em> \u2014 when they \u201ccreated\u201d this uncontested market space, which led to <strong>mass adoption<\/strong>, especially in Tier 2 and Tier 3 cities.<\/p>\n\n\n\n<p>Just to understand the magnitude of this change: <strong>Amazon later entered India and HAD TO ADAPT to Flipkart\u2019s model<\/strong>, which maintained market leadership, leading to <strong>Walmart\u2019s $16 billion acquisition<\/strong> in 2018.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>How COD Spread to Europe<\/strong><\/strong><\/h2>\n\n\n\n<p>After India, also in 2010, this new COD model expanded rapidly in many <strong>Asian countries<\/strong>, the <strong>Middle East<\/strong>, and <strong>Europe<\/strong>, where <strong>Italy and Spain were among the first countries to adopt it at scale<\/strong>.<\/p>\n\n\n\n<p>The phenomenon\u2019s growth was also supported by the fact that during that period, especially in Italy and Spain, e-commerce stores were growing fast. But even more important, <strong>teleshopping channels were at their peak<\/strong>, with huge audiences calling all day, often jamming their call centers, to buy products advertised on TV.<\/p>\n\n\n\n<p>Both the growing e-commerce industry and teleshopping channels needed the same thing to scale their sales: <strong>efficient logistics<\/strong> (just like Ekart in India).<\/p>\n\n\n\n<p>And just like that, an ecosystem of <strong>independent warehouses and fulfillment centers<\/strong>, badly needed by these businesses to ship and get paid faster by customers, started to rise \u2014 a new industry was born.<\/p>\n\n\n\n<p>Teleshopping channels already had their traffic (audience) established, so you could easily advertise your products there and ship via different independent fulfillment centers. But the prices they were charging for a spot on TV were insane, so not many e-commerce shop owners could afford to get sales that way unless they had significant budgets.<\/p>\n\n\n\n<p>All this continued until one day, when <strong>e-commerce owners with lower budgets started testing cheaper traffic sources (Facebook and Google) with advertising (media-buy) agencies<\/strong> \u2014 and <strong>BOOM<\/strong>.<\/p>\n\n\n\n<p>From this point on, <strong>affiliates (self-taught media buyers)<\/strong> and <strong>media-buy agencies<\/strong> promoting products via <strong>Facebook campaigns<\/strong> instead of teleshopping channels became the <strong>main traffic source for e-commerce entrepreneurs and dropshippers<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>2015 \u2014 The Dropshipping \u201cThreat\u201d<\/strong><\/strong><\/h2>\n\n\n\n<p>A huge threat for the COD industry started forming: <strong>dropshipping<\/strong>.<\/p>\n\n\n\n<p>Around <strong>2015<\/strong>, <strong>AliExpress<\/strong> and <strong>Oberlo<\/strong> plugged into <strong>Shopify<\/strong>, allowing anyone in Europe to put up a store and ship low-cost products directly from China. This model saw massive adoption due to the <strong>huge profit margins<\/strong>.<\/p>\n\n\n\n<p>Why did dropshipping become a threat to COD?<br>Simply because customers would prefer to pay <strong>\u20ac10<\/strong> for a product and wait <strong>3 weeks<\/strong> to get it, instead of paying <strong>\u20ac40<\/strong> and receiving it in 3 days.<\/p>\n\n\n\n<p>Zero cost for logistics. With just a Shopify store and some cheap Facebook Ads, you could start making money online in just a few hours. All you needed was a small budget and some media-buy skills.<\/p>\n\n\n\n<p>E-commerce communities with \u201chow to\u201d groups and paid courses exploded in <strong>France, Italy, Spain, Germany, the UK<\/strong>, but also in <strong>Romania, Poland, Greece, and Bulgaria<\/strong> \u2014 countries where COD had not matured yet, and the logistics ecosystem (fulfillment + call centers) was still weak. So <strong>dropshipping took over very easily<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>The IOSS Reform \u2014 Turning Point<\/strong><\/strong><\/h2>\n\n\n\n<p>Everything went well until <strong>July 1, 2021<\/strong>, when the <strong>EU removed the \u20ac22 VAT exemption<\/strong> on imports and launched <strong>IOSS (Import One Stop Shop)<\/strong>, making all parcels from China <strong>taxable overnight<\/strong> and <strong>increasing customs delays<\/strong>.<\/p>\n\n\n\n<p>That measure \u2014 criticized by many \u2014 didn\u2019t kill the market. <strong>It improved it.<\/strong><\/p>\n\n\n\n<p>Yes, it put some profitable businesses in great trouble and \u201ckilled\u201d a lot of them. But let\u2019s speak the truth:<br>We all know that the quality of most of those products sold via dropshipping was bad, and the customer experience was horrible. Most of these businesses had <strong>zero return policies<\/strong> or <strong>buyer protection standards<\/strong> \u2014 they would take your money and bye-bye<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/www.trafficmanager.com\/blog\/wp-content\/uploads\/2025\/09\/IOSS-Reform-EU.png\" alt=\"\" class=\"wp-image-524\" style=\"width:538px;height:auto\" srcset=\"https:\/\/www.trafficmanager.com\/blog\/wp-content\/uploads\/2025\/09\/IOSS-Reform-EU.png 1024w, https:\/\/www.trafficmanager.com\/blog\/wp-content\/uploads\/2025\/09\/IOSS-Reform-EU-300x300.png 300w, https:\/\/www.trafficmanager.com\/blog\/wp-content\/uploads\/2025\/09\/IOSS-Reform-EU-150x150.png 150w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>The Return of COD<\/strong><\/strong><\/h2>\n\n\n\n<p>And just like that, the <strong>2021 EU reform<\/strong> pushed affiliates and store owners <strong>back to local fulfillment + COD overnight<\/strong>, making COD relevant again for <em>\u201can army\u201d of people who, until then, were making business with dropshipping products from China<\/em>.<\/p>\n\n\n\n<p>This time, those who didn\u2019t adapt to the <strong>new industry standards<\/strong> (better product quality, customer protection, etc.) <strong>slowly but steadily lost their business<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>2021\u20132024 \u2014 COD Expansion in Europe<\/strong><\/strong><\/h2>\n\n\n\n<p>Between <strong>2021 and 2024<\/strong>, the modern COD model was in <strong>full expansion<\/strong> across European countries (also \u201cthanks\u201d to the COVID-19 lockdown):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Poland<\/li>\n\n\n\n<li>Greece<\/li>\n\n\n\n<li>Romania<\/li>\n\n\n\n<li>Bulgaria<\/li>\n\n\n\n<li>Czech Republic<\/li>\n\n\n\n<li>Hungary<\/li>\n\n\n\n<li>And many more<\/li>\n<\/ul>\n\n\n\n<p>In some cases, <strong>50%+ of online orders were still cash-based<\/strong>, consolidating COD\u2019s maturity by 2024\u20132025.<\/p>\n\n\n\n<p>Today, <strong>media buyers treat COD as \u201cthe standard\u201d in CEE<\/strong>, over dropshipping.<\/p>\n\n\n\n<p>Unfortunately, in the past few years, due to some aggressive fraud and misleading campaigns, the authorities became more aggressive with controls and forced everyone to <strong>increase compliance<\/strong> (which is great).<\/p>\n\n\n\n<p>In the end, this is how an industry evolves and <strong>cleans the \u201cdirt\u201d<\/strong> \u2014 from misleading affiliates to shop owners and e-fulfillment centers that allowed these practices.<\/p>\n\n\n\n<p>There are still some isolated cases of misleading and fraud going on, of course, like in any industry that uses affiliate traffic. But the <strong>COD industry is learning, adapting, and cleaning house quite fast<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><strong>2025+ Forward Prospects<\/strong><\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Italy &amp; Spain:<\/strong> Still strong COD markets for high-quality products.<\/li>\n<\/ul>\n\n\n\n<p><strong>CEE &amp; Balkans:<\/strong> Romania, Poland, Bulgaria, Hungary, Czech Republic = fastest-growing markets.
